Overview


Romano Capital is seeking an equity partner to develop several multifamily and mixed-use properties as part of the Columbia Palisades Master Plan (Master Plan) in Vancouver, WA as well as in the immediate vicinity.

The Master Plan is a redevelopment of an old rock quarry and comprises 84 acres along the Columbia River, which separates Vancouver from Portland, OR


Romano is one of several developers that plan to build multifamily, condo and townhome properties, retail space, office space and some light industrial properties


One project has been completed – the Boulder Ridge luxury townhomes – and two multifamily projects are fully permitted – The Eleva and 120Up


Immediate need for $20 million of equity for the 120Up multifamily property – Eleva has raised most of the equity it requires


Opportunity


Both Vancouver, WA and Portland, OR have a significant housing supply shortage


City officials in Vancouver and vicinity have been addressing the housing issue through a series of master plans over the past 20 years, particularly along the 192nd Ave corridor, which runs parallel to the Columbia River


The latest developments along the 192nd Ave corridor are the Columbia Palisades Master Plan and the Riverview Gateway development, both of which present multiple development opportunities to Romano Capital, which has a strong and growing presence in the area


The company believes these plans are also spurring development in adjacent areas


Solution/Strategy


Romano was founded in 2003 as a mortgage broker and has evolved over the past 20 years into a vertically integrated residential and commercial real estate developer and private money lender


25 completed real estate projects; five under construction; four in development


Currently funds projects and loans through nine equity and debt funds totaling $195 million


Ten equity funds have been liquidated, all with positive returns, and nine debt funds have been liquidated, all of which met the original terms of the fund notes


The Eleva will be Romano’s second project as part of the Master Plan (Boulder Ridge was the first) and third in the immediate vicinity – eight more are in the planning stages


120 Up is located outside of the Master Plan, but seeks to meet the same demand increase for multifamily development


120Up Apartments


120Up Apartments is a planned 4-story, 146-unit multifamily rental property in Vancouver, WA


Fully entitled – land-use, engineering, and building permit have all been approved


Building is an interior corridor, elevator served design


Amenities include storage, workout, and meeting facilities


Total cost of $40 million – 16-month expected construction and 9-12 months for stabilization
